Congress has not declared war since WWII and has not agreed to violence since Iraq (and that was under false pretenses, Congress got manipulated by Cheney et al). All it takes is for Pompeo to make up a story about say, Ukraine or North Korea, and the President does have certain powers to act on an emergency basis, including declaring domestic martial law. He does not need the approval of Congress, and even if he did, he'd just bomb whatever and blame it on Obama and say that the Dems didn't act in time. Think more false flag/Reichstag Fire than war against another country.
It may not be Rudy's death, though. The vision may signal the end of Rudy's freedom (he was sent to prison, which would be the death of his freedom) or the death of his position (he was abandoned by Trump, just like Trump's previous friends and associates were abandoned by him), or the death of his prestige (his role as "America's mayor" after 911 is forever eclipsed by what is happening now.) We don't know.
Although, Trump could order him killed if he thought Rudy was going to betray him. And then blame it on Obama and Hillary because he can. (shrugs).
