The word cahoot, as you mentioned, can have a double meaning; the negative connotation of a conspiracy activity by someone up to no good as well as that of an alliance or partnership. In this case, I believe both definitions apply for this vision, depending on which point of view the event is looked upon. The U.S. administration has called the EU-Canada alliance a “hostile act” but Canada and the EU are seeing it as working together to form a partnership. When visions occur, I don’t question what comes regardless of how strange or nonsensical they are at the time of appearance. This is exemplified by the word itself, which is not regularly used in daily conversations. Much appreciation for noticing!
